The 1996 Welfare Reform Act replaced Aid to Families with Dependent Children (and related programs) with a block grant program called TANF. Under Aid to Families with Dependent Children, states were given uncapped federal matching funds, and received more federal money when spending more on cash assistance and less when caseloads decreased.
